PRUSACC’s Mission to Silicon Valley 2026: Puerto Rico positions itself as the epicenter, a bilingual "Hub" of Artificial Intelligence for the Hispanic and Latin American market
SAN JOSE, CALIFORNIA – From March 2-6, 2026, a multi-sector delegation led by the PR-USA Chamber of Commerce (PRUSACC) and the Puerto Rico AI Institute (PRAII) carried out a historic strategic mission in Silicon Valley. The central objective was to transform Puerto Rico into the "Island of Artificial Intelligence," connecting the resources of the world's technological epicenter with the island's economic and educational ecosystem..
The mission was supported by key institutions such as the US Hispanic Chamber of Commerce, the College of Engineers and Surveyors of PR (CIAPR), the Echar Pa'Lante Multisectoral Alliance, the United Retailers Center (CUD), and Atlantic University.This effort was joined by leading companies such as DREYFOUS & Associates, CARDONA Solutions - led by former U.S. Secretary of Education Hon. Miguel Cardona, Frontier Airlines, and Bonnet Insurance, reinforcing the private sector's commitment to innovation.
High-Level Strategic Alliances
During the week, the delegation held high-level meetings with executives from Intel, Nvidia, Oracle Design Thinking School, and Sandisk. groups from "Venture Capital" and "Startups" and academics from Stanford and UC Berkeley universities.These meetings focused on establishing Memoranda of Understanding (MOUs) to co-develop and facilitate AI curricula, research and development (R&D) programs and forum projects, visiting lecturers, and faculty and student exchangesMeetings were held with leaders of related startups. Participating institutions included UC Berkeley's Sutardja Center for Entrepreneurship & Technology , Berkeley's premier hub for innovation and entrepreneurship education , the Dado & Maria Banatao Center for Learning and Outreach (GLOBE) , and the Center for Global Education.Stanford , and the Stanford Technology Ventures Program , as well as its Education and Engineering departments, and AI Research, Venture Capital Groups and Startups.
Puerto Rico as the Bridge of Bilingual AI
A fundamental pillar of the mission is to establish Puerto Rico as the leading bilingual AI hub to serve the extended Puerto Rican community (9 million) and the U.S. Hispanic market (64 million).Latin America (650 million). The strategy seeks to leverage incentives from Act 60, VCAP and federal funds such as the CHIPS Act to potentially attract AI startups, AI data centers, and semiconductor manufacturing to the island.
Education and Future Employment
The agenda prioritized "lifelong learning," with ambitious goals that include:
- Mass Certifications: Launch 5,000 free or subsidized AI certifications for professionals and students in the next 24 months.
- AI in schools: Implement AI literacy curricula in all public and private high schools by 2027Modules at various levels will be available for those interested, including short and certified courses, continuing education courses, and courses designed for Puerto Ricans/Hispanics - both online and in person.
- Collaboration with Intel: Integrating Intel Digital Readiness Programs such as "AI for Youth" to foster critical thinking and ethics in AI from K-12 levels Over 2,000 hours of teaching learning resources at all levels will be available to interested parties, including short courses and certificates, continuing education courses, and courses designed for Puerto Ricans/Hispanics—both online and in person. Anshul Sonak, Principal Engineer and Global Director of Digital Readiness Programs, will be advising the institute.
"PR: AI Ready & Safe" initiative
Inspired by successful Intel models such as India's, the national rallying cry ("Rally Cry") was announced : "Digital Trust in AI" for a "Puerto Rico: AI Ready and Safe". This effort will include free 30-minute courses for citizens and the creation of AI labs in schools to ensure cognitive and pedagogical safety..

As a key part of this strategy, the delegation will hold meetings with various government agencies to explore opportunities for collaboration and mutual benefit. The goal is to elevate this initiative to a national priority , ensuring that technological progress and the integration of AI become drivers of Puerto Rico's economic and social development.
